Adobe Photoshop currently has no method of changing the default resolution when opening a new file. However, once an image is open, you can press Ctrl and - (minus) to zoom out or Ctrl and + (plus) to zoom in.
If you want to zoom to 100% after opening a document press Ctrl+0 (zero) keys to zoom into the full size of the window.
